§ Abstract

WCR 2026 reframes housing as a social, economic, and psychological foundation — not a commercial asset class. 3.4 billion people live without adequate housing, 1 billion are in informal settlements, and approximately 64 million were evicted between 2003 and 2023.

The NGL Response Framework operationalizes these findings into three locally executable deliverables, each with an explicit equity and climate test.

Performance is assessed against five competencies: Inclusivity & Co-Design (≥40% community-led), Climate & Resilience Integration, Financial Viability & Scalability, Data Accountability, and Alignment with the New Urban Agenda + SDG 11.

§ Key findings

  • ·Buildings = 37% of global GHG; residential = 17–21%. Retrofits are climate policy.
  • ·Punitive eviction is not a tenure-security strategy; incremental upgrading is.
  • ·Top-down planning is rejected: ≥40% community-led project development is the new floor.

§ Methods

  • →Documentary review of WCR 2026 + WUF13 Programme
  • →Triangulation with WCR baseline indicators (housing, displacement, climate)
  • →5-competency NGL performance rubric
