G-DRSF Shire Valley Resilience Data Protocol
District-level data bridge between Malawi's National Statistical Office and National Disaster Management Office for impact-based forecast alerts.
G-DRSF Implementation Challenge · NGL Fellowship
§ Abstract
Generic flood warnings ('heavy rain expected') produce minimal behavioral response. Named-asset, named-action alerts produce evacuation.
The protocol specifies the data exchange, refresh cadence, and authorization chain that lets NDMO compose such alerts within 90 minutes of an NMS trigger.
Pilot scope: 14 Traditional Authorities across Chikwawa and Nsanje, covering 412,000 residents.
§ Key findings
- ·Exposure data lag of 11 days collapses to <48h under the protocol.
- ·Impact-based alerts achieve 3.1× the compliance of generic alerts in tabletop exercises.
- ·Solar shelter geocoding gap (38% of designated shelters lacked verified coordinates) is the highest-priority remediation.
§ Methods
- →Process mapping of NSO ↔ NDMO data flows
- →Asset geocoding sweep (bridges, shelters, clinics, market days)
- →Tabletop exercises with district EOC staff
- →Latency measurement under simulated cyclone trigger
