DELTA Resilience — Data Sync Architecture for Malawi
How a national resilience data spine reduces the exposure-data lag from 11 days to under 48 hours.
Technical note · NGL Fellowship
§ Abstract
Malawi's resilience data is not missing — it is siloed. NSO holds population, NDMO holds shelters, MoH holds clinics, NMS holds hazard. None of these systems speak to each other on a cadence that matches a cyclone.
DELTA proposes a thin, open, schema-light spine: nightly snapshots into a shared partition, with event-driven push during active hazards.
The note is deliberately technology-agnostic; the constraint is governance, not stack.
§ Key findings
- ·Exposure-data lag collapses from 11 days to <48h under nightly snapshots.
- ·Event-driven push reduces IBF composition window to <90 minutes.
- ·Data-sharing MoU is the longest-lead item (target: 90 days).
§ Methods
- →Interface inventory across 6 ministries and parastatals
- →Schema reconciliation (population, structures, hazard, response)
- →Latency benchmark on synthetic cyclone trigger
