§ Abstract

IWIP treats TEK as a peer signal — not folklore to be 'sensitized' away. Phenological cues, animal behavior, and water-table indicators are catalogued, time-stamped, and cross-validated against meteorological time-series.

The protocol's distinctive contribution is the five-stage offline cascade: each stage (satellite, NMS, DELTA, EOC, TA, village) is engineered to function autonomously if upstream stages fail.

Pilot results from Chikwawa show TEK-confirmed alerts achieving 78% household compliance versus 31% for SMS-only alerts.

§ Key findings

  • ·Of 47 catalogued TEK indicators, 31 showed statistically significant correlation with NMS data.
  • ·Chief endorsement is the single largest compliance multiplier (×2.4).
  • ·Stage-independent design tolerates a 72-hour GSM outage without alert loss.

§ Methods

  • →Semi-structured elder interviews (n=64 across 12 villages)
  • →Phenological calendar reconstruction
  • →Bayesian agreement scoring between TEK and instrument data
  • →Participatory co-design workshops with Traditional Authorities
