Stakeholder Engagement Blueprint — Philadelphia (SDG 11)
Applying the UN DESA Practical Guide on Stakeholder Engagement and the 2030 Agenda to a US municipal Sustainable Cities initiative.
NGL Fellowship · Module 8 deliverable
§ Abstract
Drafted in response to UN DESA's 'Stakeholder Engagement and the 2030 Agenda — A Practical Guide,' this blueprint translates Major-Group methodology into a US municipal setting.
Philadelphia is chosen because SDG 11 (Sustainable Cities & Communities) intersects with entrenched housing, transit, and climate vulnerability gaps that already have organized civic counterparts.
The blueprint pairs each stakeholder group with an engagement level and an empowerment strategy for documented participation barriers.
§ Key findings
- ·Five diverse stakeholder groups, each with a distinct engagement ladder rung.
- ·Two structural challenges (trust deficit, scheduling/childcare access) addressed with concrete empowerment levers.
- ·Engagement design is the upstream determinant of SDG legitimacy, not a downstream comms task.
§ Methods
- →Mapping against UN DESA Major Groups & Other Stakeholders typology
- →Inform → consult → involve → collaborate ladder per group
- →Barrier-to-empowerment crosswalk
