Applying the UNDRR 2026–2030 Strategic Framework to the Ukraine poly-crisis.
NGL Fellowship · 2,000-word research paper
§ Abstract
The UNDRR 2026–2030 framework's 'Multi-Hazard' lens is no longer theoretical: in Ukraine, the degraded grid converts winter into a cascading technological-natural hazard under G-DRSF 2026 classification.
Recovery Readiness (Priority 4) is reframed as something to design during active hostilities — modular micro-grids and hardened community hubs activated the moment local stabilization occurs.
Anticipatory finance (pre-positioned winterization, hardened grids) is justified by Rᵢ = (B_avoided + B_development) / C_drr, demonstrating a 4:1 return.
§ Key findings
- ·10.8M displaced Ukrainians must be integrated into national loss accounting, not only humanitarian counts.
- ·Locally-led DRR + decentralized resilience is the only path to Recovery Readiness inside an active war zone.
- ·EW4All's 2027 deadline must drive a Resilience-Informed legal status for long-term refugees.

- →Resilience Investment Ratio (Rᵢ) modeling
