Poland–Romania–Ukraine (PRU) Transboundary Resilience Protocol
An interoperability-index approach to cross-border energy and cyber-kinetic contingencies in the Eastern Corridor.
NGL Fellowship · Assignment #3
§ Abstract
Following Baltic-and-Ukraine synchronization with the Continental grid, a disaster in one PRU country immediately affects the others. The protocol formalizes the Espoo-style transparency that already proved viable in the Jan 2026 Khmelnytskyi NPP consultations.
A Cascading Freeze tabletop (cyber-kinetic strike + −15°C, 2M without heat, 400k border-bound) is used to evaluate the EU Risk Data Hub for the corridor.
Draft Article 12 — Automated Energy-Cyber Solidarity (AECS) — commits parties to a 2-hour rule on technical solidarity and bypasses standard visa/transport protocols for emergency responders.
§ Key findings
- ·A high H_diff between automated and manual neighbors creates a 'Resilience Chasm' that threatens the whole region.
- ·rescEU passenger and logistics pre-positioning can absorb survival-driven displacement within 24h.
- ·Building Back Better in the PRU must now include post-quantum cryptographic hardening (NIS2-2026).
§ Methods
- →Cross-Border Interoperability Index I_xb
- →Espoo Convention precedent analysis (Khmelnytskyi NPP, Jan 2026)
- →Tabletop exercise on cyber-kinetic + cold-snap combined trigger
