Anti-Procyclical Disaster Finance for Malawi
Pre-authorized parametric disbursement as a structural fix to the 'wait-for-the-cyclone' funding pattern.
Policy memo · NGL Fellowship
§ Abstract
Procyclical finance — funding that arrives only after disaster — embeds a 60-to-120-day delay between trigger and household relief. In a country where 80% of livelihoods are rain-fed, that delay is the disaster.
Parametric instruments (ARC Replica, World Bank Cat-DDO, regional risk pools) allow disbursement on objective triggers without loss assessment.
The memo proposes a layered stack: (1) sovereign parametric for catastrophic events, (2) district contingency lines for moderate events, (3) social-protection top-ups for chronic stress.
§ Key findings
- ·Layered stack reduces median time-to-cash from 94 days to 11 days.
- ·Pre-authorization removes the political delay that dominates current response.
- ·Parametric basis risk is manageable when triggers are co-designed with NMS.
§ Methods
- →Comparative review of ARC, Cat-DDO, and CCRIF mechanisms
- →Trigger-design workshop with NMS hydromet team
- →Cash-timeline reconstruction for Cyclones Idai, Ana, Freddy
