Analyzing Global Risks Through Hazard Information Profiles (HIPs)
A UNDRR-ISC framework analysis of standardized hazard taxonomy and its 2025 machine-readable update.
NGL Fellowship · literature review + presentation
§ Abstract
HIPs are the joint UNDRR-ISC scientific reference layer beneath Sendai reporting. The 2025 edition is the first to ship as a structured, machine-actionable dataset — a turning point for AI-augmented EWS.
MH0703 (Storm Surge) is profiled in full — definition, wind-stress and inverted-barometer drivers, monitoring inputs, and primary impacts — then used as the trigger of a multi-cluster cascade.
An urban-DRM case study contrasts vague vs. HIP-anchored public alerts and specifies the monitoring stack a coastal city must integrate for an EW4All-grade surge warning.
§ Key findings
- ·281 hazards across 8 clusters: Meteorological/Hydrological, Extraterrestrial, Geological, Environmental, Chemical, Biological, Technological, Societal.
- ·Standardization is the precondition for cross-agency coordination — health and engineering departments converge only when the cascade is named in the same vocabulary.
- ·Machine-readable HIPs let EW4All pipelines auto-link a hazard to its downstream cascade and pre-coded multi-agency alerts.
§ Methods
- →Documentary review of the UNDRR-ISC 2025 Hazard Definition & Classification Review
- →Single-hazard anatomy (MH0703) + multi-cluster cascade mapping
- →Communication-strategy contrast: vague vs. HIP-anchored alerts
