Community Climate Resilience Accelerator (CCRA) — FEMA Policy Brief
An NGL-track policy brief moving FEMA from reactive disaster relief to pre-disaster, community-level resilience financing.
NGL Fellowship · Module 4 — USA-Global Impact Policy Suite
§ Abstract
Part I applies the Feasibility Lens — Political Will, Economic Logic, Implementation Infrastructure — to the UNDESA/UN-Habitat/UNDP Inter-Agency brief on SDG Localization, finding it institutionally elegant but structurally optimistic about last-mile delivery.
Part II proposes the CCRA: AI-driven census-tract risk intelligence, pre-approved 90-day adaptation grants, a paid Local Resilience Corps, and an insurance-market stabilization partnership with Treasury and state regulators.
The ask is explicit: $5B / 5 years mandatory resilience authority, interagency data-sharing with NOAA and DOE, and streamlined pre-disaster grant authority.
§ Key findings
- ·Status quo locks in escalating federal disaster liability as insurance markets withdraw.
- ·Pre-disaster block grants and a Local Resilience Corps shift the cost curve and create jobs simultaneously.
- ·SDG 13 (Climate Action) and US fiscal stability are aligned objectives, not competing ones.
§ Methods
- →Feasibility-lens critique (political × economic × implementation)
- →Status-quo vs. NGL-recommendation comparison table
- →Inverted-pyramid policy-brief structure
