§ Abstract

Bangladesh's cyclone preparedness has a globally enviable C_coverage but a slipping A_action where new arrivals to informal settlements lack the multi-generational drill culture of the established coastal communities.

The roadmap reallocates 15% of emergency-response budget into pre-disaster communication infrastructure focused on Bengali-language, mosque- and madrasa-routed alerts.

The DELTA Resilience pipeline is wired to the radio-and-volunteer cyclone preparedness program so a village elder's broadcast carries the same content as a national bulletin.

§ Key findings

  • ·A 1-point gain in A_action is ~7× cheaper than a 1-point gain in P_accuracy.
  • ·Trust in the alert source is the single biggest determinant of evacuation compliance.
  • ·Inclusion protocols for persons with disabilities and the elderly must be drilled, not documented.

§ Methods

  • →Warning Efficiency formula applied to coastal district baseline
  • →Cost-per-A_action-point benchmarking
  • →Inclusion protocol for fast-onset disasters
